Water based glue, without VOC, according the ITTF guidelines.
To apply only on rubbers. For a long-lasting fixation of the rubber on the blade.
The use of a normal sponge for the glue application is well adapted.
One layer is sufficient. Lasts for 3 to 4 bats. Eventual glue rests can remain on the rubber. Dries in about 5 minutes.
